　　本作は、小沢が“OZAWA”名義で製作総指揮、脚本を担当したアクション映画。犯罪都市の異名を持つ漢城市に縄張りを持つ桜田組の組長が、韓国マフィア・金数義によって殺される。漢城市を陰で操る五条財閥の会長・五条亘と密かにつながっていた金。五条の告発を悲願とする検察庁検事長の平山健司は特捜班を結成し、ある事件により刑務所に服役中の元強行犯警部・虎田誠を期限付きでチームに復活させる。
